Scoot is a background character, argued to exist in the same universe as the 1999 Cartoon Network series, Ed, Edd n Eddy.
He's not made an actual appearance in the show and was solely created for a 2003 commercial short, called "Toon Dates"; a dating show parody starring Ed and Daphne from Scooby-Doo.
Scoot's personality is uncertain, though he appears to be an apathetic fast food worker archetype.
Within the Ed, Edd n Eddy fandom, he's not had much acknowledgement, since he's not an actual part of the show and Toon Dates has become an obscure piece of media amongst younger fans of today.
Because this commercial was only ever given a low quality upload, there's long been uncertainty on whether the name tag he's wearing said "Scott" or "Scoot", also thanks to the claim the character was named after and inspired by Scott Underwood.
